erasing

I have done the erase and done the internet recovery several times .gotten to the poin .that asks you to choose a country or region. instructions say"To leave the Mac in an out-of-box state, hit command Q "but it won't quit nothing happens I tried force quit as well. did not work. if i choose a country it wants or try to just power off it gives me the flashing folder. do i go back to Disk Utility to install MACos the option it gives me is Montain Lion?

I recommend that you enter the Recovery Mode and then use disk utility to erase the drive first and then install the most compatible macOS for your MacBook Pro. The link above has the details on how to do this.
