Each month I’m charge 9.99 which I did not authorize

Have you checked your subscriptions? Did you increase your iCloud storage? There is a monthly charge for that.

Sounds like you, or someone who uses your AppleID subscribed for the monthly 2Tb iCloud storage subscription service -> iCloud storage plans and pricing - Apple Support
