i bought a phone off someone and it is telling me to put the old user apple id in. and they are telling me they dont know it. how do i get in this phone and reset everything?

You don't.

Return it and get your money back. If you can't do that, turn it over to the police.

Activation Lock is an anti-theft measure designed to make the device useless to anyone other than the rightful owner. There is no way to bypass it.
