I cannot control my Apple Watch with my phone

My iPhone X is asking to Pair with my Apple Watch 4. My Apple Watch 4 thinks it is paired with my iPhone X. I cannot control my watch with my phone. And I cannot unpair my watch and start over.

how do I fix this situation?
