Yes, you can (from the link I provided):

1. Make sure that your Apple TV is updated to the latest version of tvOS, connected to your home Wi-Fi network, and signed in to iCloud with the same Apple ID as the Home app.
2. On your Apple TV, go to Settings > AirPlay and HomeKit > Room.
3. Choose a room you have set up in the Home app or select Add New Room.

Your Apple TV will appear in the Home app in the Home or Rooms tab.

That's clearly setting up airplay to another Apple TV through settings on an Apple TV. This is not setting up an Apple TV in the home app on a Mac or iOS device.

However, this confusion clearly demonstrates why it was wise to clarify the matter.

What do you mean by the home kit app? Do you mean on a computer or mobile device?

What Console are you trying to control?
