Sign into Settings/Your Name/iCloud using the same Apple ID that you were using when you synced the photos to iCloud and turn Photos syncing on. The photos sync is very, very slow. People with a large amount of photos have posted it took two weeks or more for the sync to complete.
If necessary, try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
Last resort - have you tried signing out of iCloud, restarting the device, and then sign back in?
