I fully comprehend that you have attached a static image (a screenshot) derived from a media source. As perviously suggested, a forced-restart will often resolve a screen/colour rendering issue - should one occur on iPad.
If you have tried the forced-restart without success, I recommend that you ensure that you have a current iCloud or iTunes backup of your iPad - then conduct a Factory Restore:

This procedure will completely reset your iPad - and completely reinstall iPadOS at the most recent version that your iPad can support. At conclusion of the process, you may optionally restore your data and settings from your iCloud/iTunes backup.
