add folders to Mail

How do I add a folder to my Apple Mail (Version 13.4) on my 2019 MacBook Air? I do not see a + sign in the bottom left of the screen.

In the Mailbox List click On My Mac. A previously hidden + icon will appear. Click it.

If the Mailbox List is not shown select Mail's View menu > Show Mailbox List
