How come when I try to turn on notifications for an app the app isn’t an option?

That's just how it is with Instagram. You get notifications with Instagram and you can't control them via the Notifications setting on your iPhone. But you can control them via Settings directly in the Instagram App. To access settings in the Instagram app, open the app, then tap the little person icon on the bottom right, then tap the three lines on top of each other in the upper right hand corner. Tap Settings, then Notifications

Can you try uninstalling the app, restarting your phone and then reinstalling it from the App Store?

Could be a minor glitch or it could be that in the Notifications, you may have asked your phone to Deliver Instagram notifications quietly, or none at all.
