How do I update old iPads?

I have an 2 iPads that say they are up to date, but will not go past 10.3.3. How do I update to use apps that are now retired when it will not update past this? There are newer app versions but they will not work without a new update. I am not sure of the model?

This is a tragedy as there are two that will now go into landfill. I don't think APPLE is very conscious of environmental impacts when they are driven by the dollar to create new tech, but never provide older tech with updates beyond a few years. Not sure I will bother buying another one as my phone is probably all I need. Sadly, APPLE have shot themselves in the foot. I doubt they care. Thank you for your help and assistance to let me know that my issue is merely due to age. Pity, because they are still working well and in good nick. Have a great day.
