What does it mean if network says not allowed? On an iPhone 6 Plus

I bought a used iPhone 6 Plus, but it says no service once I insert my SIM card. I checked settings>General>Network and it says not allowed? But sometimes it would actually work but it’s stopped reading my SIM card and stays on (No Service) now. Help?

iPhone 6 Plus, iOS 12

Learn what to do if you see a SIM not supported alert.
