How can I remove pictures from my ICloud?

I keep getting an error code when I try to move pictures off my Icloud.

How are you trying to remove the pictures? What does the error message say?

The cloud file provider is not running Error 048007066A is the error message I get. I was trying to remove the pictures from my One Drive to a thumb drive.
