The processor is only part of the technical requirement. The new SE does not have the camera technology required.

Apple has never, ever slowed down any iPhone “on purpose” unless the battery was weak and if the phone was not slowed down the phone would abruptly shut down under load.

Note that all phones made since 2017 have had this feature.
