Can't send SMS through Mac or Ipad

I have an iphone, ipad and macbook OS Catalina. They all meet the Apple Continuity requirements.

I cannot send or receive SMS' on my mac, but I can send and receive on my iPad.

The recommended settings on the mac have been followed.

My keychain options are also switched on, on all devices.

On the iPhone, I cannot see the option for toggling messages ON or OFF in settings>icloud option.
