removing childs apple iD from old phone

My child is 11 and recently got new SE iphone. We successfully activated and transferred APP and ID over to new phone, but now the restrictions will not allow me to wipe the old phone so we can use that for our other child. When I go to sign out it says "restrictions do not allow to sign out" and i can't figure out how to manage this.
