Texting and Calling Issues

My iPhone 7 won't let me send or receive text messages or make calls unless my phone is updated, but when I go to Settings >> General >> Software Update , it tells me that my software is up to date. I tried restarting my phone, but it's still telling me the same thing. What can I do?
