Problem with iPad Pro files option.

At the very top of the side panel it shows Browse and underneath it Locations.

If I select a numbers file from one of the location folders, it loads the file and replaces the Browse with Numbers at the top. Then clicking the Browse button at the bottom of the screen has no effect and leaves the Numbers displayed above Locations. If I then select another folder all the files are greyed out if not a Numbers format. I have 2 different models of iPad both running 13.5.1 and both do the same. I also have the iPhone XR running 13.5.1 and this works correctly by changing the Numbers above Locations with Browse when I click the Browse button at the bottom of the screen. Is this an operating fault or is there a fix for the problem?
