Change storage plan does nothing

I changed my iCloud storage last week, I have tried several times to increase this, I even received a confrontation that is completed. It was an additional 12.99. also because I needed this right away, I have been charged several times. So frustrating. Please address this question ASAP

Also there is another charge for 189.00 for

some web thing, I did not want this, I would like a credit for this product.
