Redownload App; Blocked

Want to purchase an app for my iPad. The app is is only available for download. When I hit the download it says "Redownload is not available for this Apple ID because it was bought by a different user or the item was refunded or cancelled."

Researched and I bought it in 2014. Ut was returned because my iPad at the time was short of memory but willing to buy it again because I have sufficient storage now.

Is there a way to reset the app for purchase so I can use the same Apple ID or do I have to create a new Apple ID just to buy this app?
