If you run AHT ( How to use Apple Hardware Test on your Mac - Apple Support ), do you get any errors? Run the extended memory test.

This can impact the behavior. Macs are fussy about memory. Is this third-party (non-Apple) memory?
This is Internet Recovery. Does Option-D bring up Apple Diagnostics?
Also, have you run a SMC Reset after installing memory? Does the additional memory show up in About This Mac -> System Report?

The binary should be in the base Windows installer.
when booting only hardware replaced was the LCD screen.
That should not impact the behavior.

Also I added a 4 gigs of memory it has a total of 8 gigs now.
No it’s from Apple. I bought the exact 4 gig rom that was already in it.
I’m running that now but I’m confused. When holding down the D key when restarting I got this
Yes option D brings up Apple hardware test. but just holding D by itself brings up the Internet recovery.
I have not run a smc reset
the memory shows up in about this Mac.
i also finished the Apple hardware test error code I got is
4mot/4/40000003: HDD-1223
I Know 4mot is the fans. Not sure what the rest means.
