I recently purchased an iphone 6 plus. Most of the data has been erased, but the phone did not have a full factory reset because the person forgot the password to reset it. I have attempted to connect the phone to the computer and reset it that way, but it doesnt seem to be working. Am I able to reset the phone without having the 4 digit code?

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
you can restore it, but if the phone is still activation locked to the owners appleID then that needs to be disabled too
