Can't seem to remove 1 on settings button iPhone 11

Are you sure that’s for an update? If you look at Settings>Your Name and look under your name, you may be getting a notification to upgrade your account to two factor authentication.

If you're sure that it is a false badge, try this workaround (sometimes it helps):

Sign out of your Apple ID, restart your iPhone, then sign back in to your Apple ID.
