When I try to add a new payment method with my Ukrainian card it asks me to put phone number, when I put my number it tells me to put 7 digits, the only way to do that is if i omit the first two numbers which makes it a wrong number automatically so how am i supposed to???

If the payment billing details form does not match the standard data format for the country the payment method is for, then you have an incorrect country selected for your Apple ID.
You can only use payment methods from the country your Apple ID is set to. If the phone number does not match the number of digits, your Apple ID is likely set to a country that is not Ukraine and you will not be able to use a Ukrainian payment method with it.
