My first reply was No. Any device bought in UAE has facetime disable no magic will get it enabled.
And if you ask again the answer is still no.

Hi! I bought my iPhone in UAE and for the longest time it doesn’t have FaceTime. Just the other day though I updated my software to iOS 13.6 and when my phone rebooted, voila I saw FaceTime. I was so excited that I immediately tried FaceTiming a friend, and it did work! Maybe you can give it a try too 😊
Some says that if we reset the iphone and change the region/ countries and install the sim card where facetime is available it will work. Is it true?
and looking at your previous comment, I did reset the phone settings and set it for United States and it has been with a US sim for ~7 months now
