someone scam my apple id..then using apple bill payment bill charge my number phone *****..how to get back my account apple id in/icloud..im using iphone x

If you think your Apple ID has been compromised - Apple Support
If you want to see the charges:
If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support
See or cancel your subscriptions - Apple Support
There are lots of mail messages and IMs and SMS messages all attempting to scam folks out if their credentials, too:
Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support
If the scammer has your credit card information (and possibly not your Apple ID credentials), contact your financial provider.
