Can I delete old iOS files?

I'm almost out of HD space. System preferences is suggesting I delete device backups and software. That sounds "dangerous" to me, as I have no idea what they actually are. Is this something safe to delete? How would I know if they are safe to delete? Thank you.

For the device backups, it depends on whether or not you need any data stored inside them.

The iOS 13.3.1 item is useless. iTunes won't allow it to be installed any longer.
