I purchased a MacBook Pro (15-inch, 2019) 2.3 GHz 8-Core Intel Core i9; and was wondering if its possible to take it into the Apple store and have the RAM be upgraded from 16GB to 32Gb.

If you are having performance problems running 16GB RAM, it is not likely the RAM. Even Catalina shold have no problems with 16 GB aboard.

No performance issue.
I can process my code smoothly (Xcode and Unity3d). I can stream smoothly. And whenever there's time for gaming, it runs smooth as well.
Upgrading the RAM was just a question to see if was possible after purchase.
RAM can not be upgraded on that model after initial purchase.
