A 5W iPhone Power Adapter (charger) is inadequate to charge the majority of modern iPad models. A 10-12W Power Adapter is normally considered to be the minimum practical rating. A 5W charger, if it works at all, will only charge an iPad at a very slow rate.

The more recent models of iPad will optimally charge with an 18W USB-PD compliant charger.
