Mail app and iCloud and iCloud drive—what’s the effect?

What’s the effect between my Mail app using iCloud (under System Preferences/Apple ID) and Mail "storing documents and data" on my iCloud drive (under System Preferences/Apple ID/iCloud Drive)?

Mail does not really use iCloud Drive.

iCloud is a term for a bunch of services. iCloud Mail is one and it's data is stored in iCloud, but not in iCloud Drive.

Think of iCloud as a filing cabinet, and iCloud Drive is one of the drawers.

iCloud drive stores mainly documents, like Pages, Numbers etc. On your phone you access iCloud drive ia the Files app.
