"Prevent cross-site tracking" blocks opening site like Facebook or Twitter

After hour or two of browsing the web, sites like Facebook or Twitter randomly stop working (e.g. it could be Twitter one time, Facebook another time etc). They either don't load entirely or load with lots of missing items and non-working links.

I discovered that the problem can be "workaround"-ed in 2 ways:

  1. Restarting Safari
  2. Disabling "Prevent cross-site tracking" (but if I re-enable it without restarting Safari first, the problem returns, so just disabling-then-enabling it doesn't help)

Obviously, that's not how Intelligent tracking preventions is supposed to work, but it seems it's the culprit.

Those workaround options are obviously very poor: I either 1) have to reopen all my tabs and disrupt my workflow or 2) have to lose privacy benefits Safari provides.

Is there any way to permanently fix the issue (I don't believe Safari users massively avoid Facebook and Twitter, the problem should be common)?

Or maybe someone could suggest a simpler workaround (clear "cross-site tracking" cache, disable for specific website or smth like that — I've tried Develop->Empty Caches, but it doesn't help) that would allow me to avoid disrupting my workflow?

// Safari 13.1.1 (15609.2.9.1.2) on MacOS Catalina 10.15.5, MacBook Pro (15-inch, 2017) | but I had this problem on earlier Catalina versions, just never had time to pin it down to the cause

// I should also note, that I don't see this problem on Safari for iOS 13.5.1 and iPad OS, neither I saw it on earlier iOS/iPad OS versions, it seems MacOS specific

Interestingly, I've discovered that going to Safari->"Settings for this Website..." and unchecking "Enable content blockers" seems to reset Intelligent tracking prevention cache or something — page loads just fine after that.

That's obviously a workaround, because: 1) I have no content blockers (or any other extensions) installed, in Safari->Preferences->Websites->"Content Blockers" it shows "No Active Content Blockers", 2) after re-enabling "Enable content blockers" in "Settings for this Website..." the page (Facebook in this case) still loads just fine as if I've restarted Safari.

That's a good workaround — I don't need to restart Safari and compromise on ITP.

But if there is some permanent solution, it would still be very welcome.
