I have my Singapore banking apps in my iPhone but when I moved to US, I changed my App Store location to US. Now I can’t upload my Singapore banking app because the US store doesn’t support it. What should I do?
You should give up on using your Singapore app while in the U.S. You may only deal with one country on your iOS device.
So I have 2 iPhones. One from Singapore and One from US, but both using one Apple ID.
is there a way to remove the Apple ID from the Singapore iPhone without losing it’s data in the phone? So I could use a different ID for Singapore Apple Store?

No.
Your Apple ID is your persona. It migrated with you to the U.S.
