I understand from your question that your ringer is on and you are still not receiving sounds when someone calls. I can certainly help you with this!
I would start by force restarting your device: Force restart iPhone
How to put your iPhone on vibrate, ring, or silent mode
If you hear no sound or distorted sound from your iPhone, iPad, or iPod touch speaker
