transferring photos from one device to another
I have an iPhone 6s. the screen on this device is broken and I am unable to use it at all. I want to access the photos from this device on either another device or on my PC. is this possible?

It is possible if you enabled iCloud Photos before it broke. Or used some other archiving service.
