I don't see it that way. iOS does not have any tracking feature.

• It only has API for App developers ("For public health authorities")

Exposure Notification

• Exposure Notification API to support COVID-19 contact tracing apps from public health authorities

Do not download any such app, if you fear getting traced or tracked.

But do iOS update regularly, please.
