My 64GB iPhone 11 says it is out of Storage with 14GB of photos stored locally on the phone (screenshot below)
I have 1.5TB of available iCloud Storage but iOS is not pushing more of the 14GB of photos to my iCloud (screenshot below)

If I have space in my iCloud how can my iPhone be out of space?
i keep deleting large apps and the iOS immediately pushes more photos to my iPhone. I have deleted ~3GB of apps which frees up space for a few minutes but then iOS pushes more photos and stat from iCloud to my iPhone.
The result is that my iPhone immediately returns to an out of Storage state.

I'm not saying your device is out of space. You mentioned in your original post (above) you "14GB of photos stored locally on the phone". What I said was that if iCloud Photos was turned on, those photos would no longer reside on-device.
Under Settings > Name > iCloud > Photos, is iCloud Photos library enabled? Also, while there, is Upload to My Photo Stream also enabled?
Then if iCloud Photos is enabled, then your photos cannot be stored locally on the device, they will be in iCloud Photos. I'm not following.
