I note from your photograph that you’re not using the original (white) charging cable that was supplied with your iPad. Perhaps the same can be said for the Power Adapter (charger)?
To diagnose and hopefully resolve this charging problem, you should first attempt to charge your iPad with the correct cable and Power Adapter. The Power Adapter rating should be at least 10/12W (the Apple supplied Power Adapter will very likely be 12/18W).
If necessary - so as to positively identify which item is causing the issue - the connecting cable, Power Adapter (and if necessary, using a different wall outlet) should be systematically changed for known-good items.

It is most probable that either your cable or Power Adapter has a fault - or, if using non-OEM components, are not suitable for your iPad.
