With the email address that you're changing to, does it already exist as an Apple ID?

Try visiting https://iforgot.apple.com and enter the email address that you're after to see if it exists.

How are you trying to change your Apple ID?

Apple hasn’t published any guidance for using an address again. Normally, if your e-mail address was associated with an ID in any way, for example as a Notification email address or a Rescue e-mail address, then it can't be reused with another Apple ID for approximately one year. I have also seen posts that stated Apple told them there was a 30 day waiting period before the address could be used again.  You will need to get another e-mail address to use as your Apple ID or you can try waiting 30 days to see if that works.

Are you talking about an iDevice? Does it accept the password you are entering? If not, then it sounds like an unusable Apple ID of yours is on the device or someone else's Apple ID is on the device. Others have considered the first possibility in general. But, is the device activation locked. If yes,

See Turn off Activation Lock https://support.apple.com/en-us/HT201441. All possibilities related to iPhones, iPads, and iPods are acquired second hand are covered here except the case of inheritance.

Since you must have acquired your device second hand, you usually will need to obtain the needed password from the prior owner or have the prior owner sign out of iCloud; erase the device; and remove it from their device list. If unsuccessful, in the rare case your device came activation locked from an authorized Apple seller, then contact Apple Support and present your original purchase receipt for your device with the device’s serial number on it. You’ll need a photo ID too. If you can do none of the above, then the device is useless to you.

You can use the suggested support options below if you have the needed receipt. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.
