My sharesheet is blank after downgrading from iPadOS 14 to iPadOS 13.5.1. It occurs in all apps and i don’t have whatsapp installed

When you restored your iPad did you set it up as a new device or from a backup? When downgrading from Apple pre-release software then you must set the device up as new rather than a backup.
Did restore from mac or pc will tryout setup as new device method if you wish
I tried this method setting it up as new as new device there was no sharesheet bug but after restore the bug returned
