Making Calls from iPad

So I have a cellular plan with my iPad and receive calls on it that also ring on my iPhone. I can answer voice calls on my iPad. If I can receive calls why can’t I make calls on my iPad? Or is there something I’m missing?


And I’m not asking about how to add a third party app like Google Voice.

An iPad, whether a Cellular model or not, is not capable of accessing Cellular Voice or Messaging features. An iPad with Cellular connectivity alone can only access IP-data services.


If paired with an iPhone, the capabilities of iPad significantly broaden to include Cellular Voice and Messaging services of the iPhone - relayed to the iPad over WiFi using Apple’s continuity features.
