If you have multiple devices set up to the cloud when the devices back up do they get each other’s photos and stuff?

Not from iCloud Backup; each device's backup is separate.
However, if yu sync data via the options at Settings > [username] > iCloud > e.g., Contacts, Notes, iCloud Photos, etc., that data is combined on all devices using the same Apple ID for iCloud.
