ecg in apple watch

I am from india and I have apple watch series 4. I downloaded the watchos 6 some time before and yet I didn't get the ecg app. Can somebody help?

For the ECG app to work on your watch the ECG app has to be approved by;

A. the government of the country in which the watch was bought and

B. the government of the country in which you reside.
