If at some point I decide not to spend money on the cellular plan for the watch, does it still have all the functionality of the non cellular apple 5 watch? Is a cellular plan required for set-up? Buying it as a gift. Don't want to pigeon hole someone into added cell phone costs.
Yes it will operate and function as if it was a GPS only watch.
A cellular plan is not required for setup you can activate this at a later time or not at all.
