Can't move Dock to Primary external display

I'm running Catalina OS. I have 1 external monitor and am also using the display on the Mac. When I position the Mac underneath the external display and go into System Preferences->Display->Arrangement, and I indicate that the Mac is below the external monitor, then the Dock stays with the Mac display. Even though I indicate that the external display is my Primary Display.

(If in System Preferences->Display->Arrangement I position the Mac to either side or on top of the external display, and indicate that the external display is my primary then the Dock is displayed on my external monitor just fine, It's just when I position the Mac display "under" the external display that the Dock doesn't move to my primary, external display.

And the technique of hovering your mouse down at the bottom of the external display STILL does not move the dock to that display.

How can I move the Dock to the external display in this situation?

Maybe I wasn't clear. The issue is that the dock won't move itself to the external screen if, in System Preferences->Display->Arrangement, I "position" the Macbook display underneath the external screen. The dock stays on the Macbook. (see image below of the arrangement I'm talking about). If I "position" the Macbook, say, to the right of the external screen, or any other orientation then the dock moves to the external screen as it should if I

designate it to be the Primary display. Hope that makes sense
