Have plenty of I cloud storage yet iPhone 6s storage is full and won’t load email and apps

Hello i have been having issues with the storage on my iphone xr, i wonder why it keeps saying manage or upgrade storage even after purchasing 200gb, i have been deleting the photos,apps and many more since and it is saying the same thing, i can't even access my mail anymore on my phone because of this and i had to offload the app. please help me

How do I get more iCloud storage? I have a new Apple phone and cannot receive emails or Facebook. What’s the problem?

iCloud storage does not increase the storage capacity on the device.

Delete things from the device.

I have deleted every app and email and still says I have no storage
