How do I import all images in iCloud (I got a notification that I have 30 days to download13761 photos & 84 videos) to my iMac, and then turn off iCloud photos from no on.?

Turn off optimisation in your settings and the full resolution versions will start to download.
You can't download the photos unless iCloud is enabled.

You've got the notice to download your photos because you have turned off iCloud photos library.
Which "settings" are you referring to? I can't seem to find "settings" on my Mac. Are you referring to iCloud settings? I have turned off iCloud, would I need to turn it on again to find "optimization?"
I checked my photos library, and it seems that all my photos are already down loaded and iCloud is turned off on all my devices. I'm not sure why I got the message to download my iPhotos. I do not want to enable iCloud at this time.
