Finder is on Macs, not iPhones or iPads. On those the closest thing to Finder is the Files app. See: Use the Files app on your iPhone, iPad, or iPod touch - Apple Support

Also, there is the iOS Search feature, which you can invoke by placing a finger somewhere near the middle/center of the iPad’s screen and the swipe down with your finger from that point to reveal the iOS search bar.
