Is there a finder on the iPad 3

My Mac and Air have a finder folder to find documents/etc; I cannot find this folder on my IPAD, help?

Finder is on Macs, not iPhones or iPads. On those the closest thing to Finder is the Files app. See: Use the Files app on your iPhone, iPad, or iPod touch - Apple Support
