Are the email addresses ending in @icloud.com and @mac.com two completely different email addresses?

No, the addresses are essentially just an alias of the same address and also include the addresses with @me.com too.
You could create a secondary Apple ID and just use it for Mail (there are only limited things you can use a secondary account for anyway.
Settings → Passwords & Accounts → Add Account
When you finish setting up your new ID, make sure you only check the check box next to the mail option.
If you mean two email addresses within your single Apple ID that can be received into two separate mailboxes, then the answer is no.

I have a couple of gmail accounts which I use. I do feel like the Apple security ethos. I have had my @mac email for a long time
and I wanted another Apple email to use when I need to separate my email for various reasons.
Is it possible to have two separate Apple email addresses please?

Hopefully be able to discontinue using the gmail accounts.
