If both phones are yours and you are using the same Apple ID on each phone, you don’t have to do anything. iCloud storage is tied to your Apple ID, not to the device. I had three devices using my 50GB of storage until I started using family sharing with my wife and daughter. Now we all share that storage across 7 devices.
If you want to share that storage with a phone not using your Apple ID, you would have to set up Family Sharing in order to share the iCloud storage.

Yes that makes sense. Are you signed into the same Apple ID/iCloud account on both phones? If you are, sign out on the phone that you added, restart the phone and then sign in again.
Thank you, that’s what I thought but the iPhone added says 5 gigs. It won’t listen to me. It keeps saying my iCloud memory is almost full. Does that make sense?
