Opening Java JAR files within Safari

I've been trying to download minecraft plugins and mods for hours and I can't "Safari is not allowed to open Java JAR files" I am about ready to break my computer please for the love of god can someone just explain to me how to open Java JAR files

No it is not. I don't know how to find out if it's executable and I have no idea what a command line is or how to "run it in console" and when I tried to look all of that up I couldn't find anything helpful. Thanks for trying though
