Deleting either Macintosh HD or Macintosh HD - Data should not prevent reinstalling.
The OS goes on Macintosh HD, so if you deleted that volume, it might be confused, but deleting - Data is normal.
Does it say why it won't allow you to reinstall?
Boot into Internet Recovery and erase the entire drive then reinstall macOS.

The only internal disk is "APPLE HDD HTS541010A9E662 Media". Do I erase this?
Yep. That's the one.
That is the actual physical device.
The Container is like a partition--the first level subdivision of a physical disk.
The things inside the Container are the Volumes which are what you interact with.
Then it should be easy. Boot into Internet Recovery, Erase the disk completely as described in the linked documents, the Reinstall macOS.

That Is correct, it will not allow me to reinstall. It does say something about a volume but I have tried the two hard drive disks available and it won’t work with either one.
DiskUtility>View>Show All Devices. The parent Drive is the top most (unchangeable name of your SSD brand name) below this will be the Container and the associated Volumes
See either of the links leroydouglas or I posted.
You need to erase the disk completely, then reinstall.
Do you have a backup?

I did click on others and one says "Container Disk1", one does not have a name but it says "APFS Volume"underneath and the other says "Macinstosh HD" with APFS Volumes underneath it. Am I erasing the APPLE one and then try to reinstall it?

I do not have a backup however, I don't need one because I was trying to delete everything and restore to factory settings. I had don't a migration transfer prior to deleting the wrong HD
Thank you!! I finally got it to work! I appreciate your help! :)
You need to reformat the Drive from DiskUtility>View>Show All Devives
Here you can erase/format the parent Drive (not the Container or child Volumes) and reinstall the macOS, and restore your user from a backup
